    Elementary and Secondary Instruction

Camden County Schools ESOL Program

Program Goals

 The English to Speakers of Other Languages (ESOL) program goals are to help students obtain English language proficiency and to meet age and grade appropriate academic achievement standards for grade promotion and graduation. This program aids students to succeed socially and academically in all four language domains (speaking, listening, reading and writing). The program is federally mandated and was established to ensure equal access to the school system's instructional program for those students who have limited English proficiency.

Program Description

The Camden County Schools ESOL program is designed to encourage a natural acquisition of the English language; so therefore, ESOL students are placed in the least restrictive environment possible. The following describes the ESOL models at each level:

•Elementary - ESOL and EIP services have been blended. Segments are tied to ESOL and EIP requirements – 45 and 50 minutes respectively. EIP teachers are currently ESOL endorsed or are completing the endorsement course. Should an assigned teacher not be ESOL endorsed, he/she will participate in local ESOL trainings to ensure appropriate support is provided. ESOL & mainstream teachers blend ESOL CAN DO Descriptors and Learning Focused strategies (advanced organizers, vocabulary, scaffolding, acceleration, etc.) to promote the best learning environment. Skill Tutor or other software programs sponsored by the DOE are used as needed to promote greater acquisition and attain content. The students receive GSE-focused instruction and GMAS preparation.

•Middle – ESOL students receive services through the Skills Remediation Block.  Skills Remediation teachers are currently ESOL endorsed or are completing the endorsement course. Should an assigned teacher not be ESOL endorsed, he/she will participate in local ESOL trainings to ensure appropriate support is provided. ESOL & mainstream blend ESOL CAN DO Descriptors and Learning Focused strategies (advanced organizers, vocabulary, scaffolding, acceleration, etc.) to promote the best learning environment. NovaNet, Skills Tutor or other software sponsored by the DOE are used to individualize content learning and promote greater language acquisition. The students receive GMS-focused instruction and GMAS preparation.

•High – An ESOL course has been designated for ESOL students only. The course follows the DOE’s suggested description and prepares students for the EOCTs. A push-in collaborative model is also used as much as possible. ESOL & mainstream teachers blend ESOL CAN DO Descriptors and Learning Focused strategies (advanced organizers, vocabulary, scaffolding, acceleration, etc.) to promote the best learning environment. NovaNet, Skills Tutor with Reading ESL Smart & Reading Eggs/Eggspress or other software sponsored by the DOE are used to individualize content learning and promote greater language acquisition

Enrollment Procedures for English Language Learners

 All students enrolling in Camden County schools are surveyed to determine language background other than English. ESOL instructional support will be provided after the student qualifies based on an English language proficiency test. Eligible students are served at their home schools.

 Parents have the right to remove their child from the ESOL program upon request, or decline ESOL services.
